Weird does generate appeal. Everybody gets curious. But weird is not a prerequisite for something to be good. Azumanga Daioh as an example, the characters are completely whack, but its setting is still real world.

heres my take:

weird=hard to follow

hard to follow="complex"

complex=people assume it must be great and they dont get it

PAIMBGATDGI=hit series

this isnt true all the time, like akira was pretty easy to follow (sure the manga is better but eh) but yeah.

For the most part all the wierd titles you listed aren't really wierd just complex. I enjoy animes that make you sit back and think.

can't they make it complex without the weird???
i mean, something like Metal Gear Solid (i know it's not an anime, but just for example) is really complex, but not that much.....is......oh wait, forgot about the Arsenal Gear part....oh well.

Many of the series mentioned already are not only thirty or less episodes in lengh but have good character development. Since they aren't all fan service anime's they can have elements not allowed by all the extra stuff in other animes. Then if an anime goes flop, it isn't too long and not much is wasted.

Candidate for Goddess is an example. The anime followed many of the afore mentioned traits for a good series but between the already complicated plot and bad editing/dubing/subing the series was cut after 12 episodes in Japan (I'm pretty sure at least) and of course here (in the middle of the story) and no one has plans to release the OVA where I live. The problem with it is it's plot driven by abstract ideas that the dub lost when edited for time. Oh well.

Akira, and Cowboy Bebop both have a plot driven by more than the need to fill space between fan service seens and Akira has very few such seens. Perhaps a developed story line makes the anime great and it seems wierd since most shows are just another show with different character names.
