Galaxy Angel 1, 2, or 3 (Same creators as DiGi Charat, although Bandai hasn't gotten around to the domestic releases of Galaxy Angel 1 just yet.)

FLCL (Completely Domestically available, wow.

Excel Saga probably is the best bet however as all 6 volumes are available and are chock full of Excel Zany hyperactiveness.

Look no frickin' further than Kodomo no Omocha, previously referred to as it's translated title "Child's Toy"!!!

The main character, Sana, is as close as you can come to pure sugar energy in human form.

How about Wakaba from Utena? She gets pretty hyper at times. I think most hyper would be a tie between Excel and Sana (Kodomo no Omocha), though.
