Well I caught the word 'dwarf' so I'm thinking it's from a fantasy anime at any rate.

Actually it does sound like kotono mitsuishi who is the seiyuu that plays Excel from Excel Saga, Mireille from Noir, Misato from Evangelion, and Usagi from Sailor Moon. Although I don't think she was in too many if any fantasy anime. There is another seiyuu that sounds a bit similar to kotono mitsuishi. Touma Yumi has played Chun Li, Urd, and Deedlit among her more prominent roles.

So, my best guess is it's Deedlit, since that's your avatar as well.
