Samurai Jack is not anime but it is inspired by anime. Genndy Tartakovsky is a big anime fan.
If you watch other Genndy Tartakovsky shows like Dexter's Lab there are some very obvious tributes to anime like the Speed Racer spoof, Dexter as a exchange student in Japan complete with mecha.
The artwork in Samurai Jack is very minimalist and at first that was what turned me off to the show. But I happened to catch a few episodes while having TV on in the background and realized there is alot more to this show than is at first obvious. My mom thinks of anime as cartoons but when she was staying at my house for awhile she would at first make some comments about Samurai Jack and Big-O being cartoons. But after the first time or two she started asking questions about the shows and the characters and after that when either Samurai Jack or Big-O came on if she was in the room she would sit down and watch it. That was the end of the anime=cartoons comments.
I think some of the stories are incredibly good. The Time portal with the guardian was a good one as was the one where the two Shaolin moks helped Jack but instead of abandoning them to enter the tunnel he refused to give up his ideals and came back and helped them escape.
Also the minimal amount of talking I think is good as there is alot of implied situations and meanings. Someone who is deaf or has little understanding of the English language can walk in and watch a episode of Samurai Jack and can understand and follow what is going on without needing subtitles. To me that means the writer and director are doing a good job of conveying to the viewer what they were thinking without alot of talking and explaining.
And the voice of Aku is the Japanese actor Mako. He's got one of those voices that if you knowwho he is you will instantly recognize who it is.

It gets extremely stylistic sometimes and is extremely good at it. A great example is that fight he had in black and white (where Jack hid in white against the opponent hiding in black). Don't remember the episode, sorry. I find the show rather trippy, I love it.
