Windows Movie Maker

Windows Movie Maker can do that.

Whether or not it can be downloaded anywhere though, I don't know.

I think this is in the wrong forum, by the way. >_>

Yeah, it should have gone in 'Video Software Help.'

MOD: Yup. Topic moved.

But you don't want to use wmm if you're planning to do *frame* by frame editing. Wmm (even 2.0) can't do frame-by-frame editing. You'd have to do the cuts in VirtualDub and import them into Wmm to do the layout. At best it's a 3 frame cut with wmm, never 1. I'd recommend using a photo program (ArcSoft PhotoImpression works great if you have windows xp). That way you can edit and layer your pics, and you can do frame-by-frame cuts in Virtualdub if your photo program allows you to save to targa (tga) files - or you can use bmp files if you can get them at good quality. That involves using a few filters, though.

Really, look around - check the 'software list' sticky in the 'video software help' section. That should give you an idea of what programs people here have used, and which ones you have to pay for. There should be plenty of choices for you to look through there.
