GIMP is great but rather confusing at first. Photoshop is ideal but expensive, and probably more powerful than you need for most banner ideas.
I wouldn't recomend paint, it's too basic and your banner probly won't turn out well unless it's a pretty simple concept. If you have a tricky idea your better off leaning GIMP than pulling your hair out trying to do it in paint.
Finally if you have ever bought a printer/scanner/digital camera/etc. it probably came with some low end image editing software. They vary in quality and ability but they are always extremly user freindly so if you don't want to take a lot of time that may be the way to go.
Just remember that the idea is more important than the software, if it is a highquality image that's half the battle. Check out

I've read about photoshop, and that program just blows my mind, and I looked through the how-to section and found nothing. PLEASE HELP!!! oh yeah.... I plan on doing AMV's of my own eventually, but I gotta get a better PC first. That and I wanna start with the small stuff (banners, music and anime suggestions/inspirations, etc.)
