why did Tenjou Tenge end in episode 24?

the story wasn't finished and the anime just ended!
is this some fenominom(spelled incorrectly probably) in anime series' or what?!
why does the anime of Tenjou Tenge end when the story isn't over was it budget problems or was it something else?
can someone here explain this?

That kinda pissed me off that they just ended it like that. Maybe they needed to leave something for the sequel, if there ever is one.

Crappy endings to anime is typically the rule, not the exception. Get used to it

i may never get used to it.
i get annoyed every time all over again.
i still think it's worth it though:)
