I don't know about where you Live, but here you can marry some one at sixteen. And the issue of downloading anime depends on who you talk to, and what anime is being downloaded. Onegai Teacher (I'm never going to call it "Please Teacher," thank you very much; given the way Japanese works, I think the title actually means something more like "Teacher, Please!") is a great anime, even if the critics are right when they say that a lot of what's in it has been done before. It's a funny exploration of what would happen if the common schoolboy's fantasy of marrying the hot young teacher were to come true, with just enough science fiction thrown in to make the situation plausible.
What keeps very many 16-year-olds from getting married here in the USA and in other developed countries is not so much the law (which does not forbid even some people younger than that from getting married), but the society. In most states, people under 18 have to have permission from a parent or legal guardian to get married; most parents, for practical reasons, aren't about to give it.
Kei's "teitai" condition, in addition to making him conveniently older from a legal point of view if not biologically speaking, also makes him somewhat more isolated from society and less likely to follow his friends onward to college and a career. Thus, it makes sense that his aunt and uncle were so favorable to the idea of him getting married so young. (The teacher already had a decent career lined up--as long as she didn't screw up too much the first week!)
What really makes the series so good is, however crazy the situation, the characters react the way real people might if such a things were to happen. Also, as in some of the best pop literature, a fantasy-come-true doesn't turn out to be the bed of roses a daydreamer might have hoped for. (Kind of like Love Hina, where being put in charge of lots of attractive young ladies doesn't turn out to be so peachy either. If I'm not mistaken, Onegai Teacher makes an allusion or two to that series in the first episode.)
I can't say as how I noticed there was a lot of fan service, until the 13th episode (which seems--in retrospect--to have been done by the pervert who screwed up a potentially clever premise in Onegai Twins), but yes, the teacher was "stacked!" as my own mother so indelicately put it. There's also the way that Herikawa keeps flinging herself at Kei and offering him an overly advantageous view of her own stacking, but it's not overdone. Most of the humor, though, was based on people having to explain that, um, this is not what it looks like, honest!
From the comic tragedy and tragic comedy of the romantic-fantasies-come-true of Onegai Teacher and Love Hina, I've been thinking of another great premise for a romantic comedy based on a common fantasy: a massive catastrophe (maybe man-made, maybe natural) wipes out a wide swath of civilization, leaving only a (previously) luckless nerd of a guy and a fairly attractive young girl from his class as survivors. To provide the conflict between fantasy and reality, these two survivors each happen to be the one kid in the whole school that the other one can't stand. I wonder if anyone has ever done one like that.

Ah boy. Why the show rocks and sucks, hmm... Well, I think it's different from the majority...
Romantic plot, big whoop, we've had enough anime like that, especially in harem anime, so? Why be #1? [for me, it's the best...]
Well, I've seen a LOT of anime. Not everyone out in existance but I read on some and watched a ton, I can honestly say, "forbidden loves" such as teacher on student hot action was never done to an extent such as this without hentai taking over. [oddly enough, I heard this could be based off an h-game and yet it's not a hentai anime thank God...] So originality concept hits me good, anime where student and teacher hit it off without it being a hentai? This one keeps.
Alien romances? Yeah, those exist, [beats Lum fans away with a stick] but in this anime, we don't have mad "must get in central main character's pants" type of romantic vibes coming from these female interests. The characters seem realistic. Aside from the little alien ingredient thrown in, I like the characters development and profiles.
I've got quite a ton of reasons why Please Teacher rawks [yes it sounds like a hentai title in English and honestly, it should be Onegai Sensei for your die-hard Japanese lovin' text0rs] but though I've seen lots of anime past itself, I still love Please Teacher's approach for a cliche'd romance with different characters/situations...
That and I think Mizuho / Hatsuho are sex goddesses...
