Nope. Or rather, I haven't seen that, so I wouldn't know for sure. I the show I had in mind, this same line is said more that once in the same episode.

You got it! I didn't see anything 'hilarious' about that scene (which goes on throughout the episode), but it's definitely one of my favorite anime episodes ever. It's totally in the same league as David Lynch at his best.
