Actually, doesn't every character get more and more exaggerated features as the series goes on? Like longer limbs, a bit more muscle for the guys, etc.

She's around 18 to begin with, so any reasonable explination of it making some sort of sence goes out the window.

or sometimes just in particular episodes. There's an episode of Burst Angel where all of the characters breasts balloon out (one to almost Eiken proportions, and even the token loli gets some cleavage going on) except Jo. Jo stays flat like Iowa.
