Hmm...
Shinma as a group/species can be really powerful (OVA ep.4 proves that beyond a doubt).
I'm actually going to say Wiseman from SMR - when you're capable of using everyone like puppets, as well as being darkness incarnate, you don't wanna mess with someone like that. Oh yes, and anyone that can transform Small Lady into a character that's actually cool and sexy is extremely powerful :lol:
And lastly here, though certainly not least, Jin'e (from Kenshin).

Well, it would obviously have to be one of the Angels from Evangelion. Let's look at each:
3: not that unusual
4: not that unusual
5: offensively, its weapon can melt the bottom of the space shuttle (with those little heatproof tiles) in less than 20 seconds. Defensively, you can't touch it unless you channel the entire electrical output of Japan into a single HUGE particle accelerator. A definite candidate.
6: not that unusual, aside from being underwater
7: What was 7 again? The one that split itself in half? Again, not that unusual. The fight against it was the only battle that was actually comical, and one of the few that went according to plan.
8: We managed to kill this one just by spraying coolant on it. Wow, THAT was hard. You wouldn't be so tough if you weren't under a kilometer of hot magma, would ya?
9: It's a giant spider that drools orange goo down a hole in the ground. Wow, I'm scared. Come on, if not for the blackout, the Evas could have killed this guy just by stepping on it. It didn't even have an AT field.
10: Only by sheer blind luck did we manage to kill this one. And if we hadn't, an entire city and its surrounding area would be a giant underwater crater.
11: It's hard to call mere corrosion "powerful," even if it does have good hacking skills.
12: Impossible to fight and impossible to defend against. Would be #1 if its lunch didn't have a habit of tearing it apart from the inside.
13: Without an Eva to posess, this would just be a purple puddle on the ground.
14: The Angel of Might can be expected to be... well... mighty. Virtually indestructible even without the AT field, and carrying some particularly nasty weapons, this is another top scorer
15: Vicious against a person's mind, but incapable of doing any real damage.
16: This thing's most dangerous move was the "look like Rei and lovingly hug Unit 01" attack. Defensively, the best that it could do was scream like Rei. Was it REALLY necessary to self-destruct Unit 00?
17: Oh, now THIS guy was tough. He just waited patiently for Unit 01 to pop his head off. The most damage he ever did was telling Shinji "I love you".
18 (humans): We've thrashed ourselves pretty good over the past couple thousand years. We beat all the other Angels, and we did more damage to NERV than all the other Angels put together. And with several billion of us on the planet, killing us all is one hell of a challenge.
So... that narrows it down to 5th, 10th, 12th, and 14th Angels, plus humanity.

I'd say The Invaders from Shin Getter Robo seem pretty powerful. They destroyed the Earth, (well the surface anyways) blew up a good chunk of the moon and turned Jupiter into a getter sun. They also tore open a space quake that could've consumed the entire solar system. That at least rivals the DBZ villians who have destroyed planets as well. (Although DBZ villians have yet to destroy the Earth
